No I would recommend the MOAB, a penetrator would go deep but leave little in the way of surface destruction.

No ICBMs exist because the yield of that shell was only kiloton, all warheads in ICBMs are megaton yield class.
Also the shipping cost on getting that weapon to Russia was nuts.
