Re: anime art
For good art... I wouldn't really count Shana amongst those. It's art is pretty middling for modern styles, despite being one of my favourite shows.
Though I have been watching Strike Witches 2, which has BEAUTIFUL art. Shame the story is atrocious.
Try Bakemonogatari and Toradora. Both have nice stories and awesome art.
I'm also moving this topic =p

You're probably better off looking at manga or motion pictures (e.g. Vampire Hunter D: bloodlust, most Studio Ghibli films) for good art, since corners have to be cut to make animation cheaper in regards to series. The Ghost in the Shell series definitely looks great most of the time (if you can bear cell-shaded 3D from time to time), err... Sengoku Basara if you can stand silly sengoku era antics and (my memory's a bit fuzzy here) Eureka Seven I remember being pretty good to look at.
I'm sure there's a myriad that I'm missing but welp

Indeed. Not quite as epic in the art department and perhaps more mainstream is FMA-Brotherhood:

Re: anime art
If you're talking specifically animation, then pretty much anything by BONES is near the top of the list, in my opinion.
Neon Genesis Evangelion has some really nice artwork, but the animation suffers a bit (that is unless you count the recent movies, which are freaking sweet).
